My Employer Requires Us To Clock Out Before A 20-minute Security Screening And Says The Waiting Time Is Not Compensable. California

I work at a distribution warehouse with around 150 employees. Last month, managment introduced mandatory security screenings at the end of every shift. We must clock out first, join a line, empty our pockets, open our bags, and sometimes wait while security checks several people more thoroughly.
The screening itself takes only a minute or two, but the line usually adds 15 to 20 minutes. On busy evenings I have waited almost half an hour. We are not allowed to leave through another exit or skip the inspection.
Several employees asked whether we could stay clocked in until after the screening. HR said the checks happen after our work is finished, so the time is personal and unpaid. A supervisor also warned us not to delay clocking out.
Does California law require the company to pay us for this waiting and screening time? Can they legally discipline employees who remain clocked in until the inspection is complete?
