My Landlord Has Been Terrorizing Me For 2 Years And Now I'm Starting To Get Concerned

I've been renting this apartment for a while now, but everything changed about 2 years ago when this new guy bought the property. Since then, it's been a slow, deliberate campaign to force out every existing tenant so he can replace us with his own employees (he owns a roofing company). He's already succeeded with half the building. I'm one of the holdouts, and I'm paying for it. Here's everything that's happened, that I can think of right now: He buried my car. On purpose. Four days ago, I captured video of my landlord using a bucket loader to completely bury my car in snow. knowingly, deliberately, and apparently without realizing I had a camera on him. It's now been 4 days. The snow has turned to ice. I can't use my car or access anything inside it. When I confronted him, his exact response was: "Sorry, the car's in the way and there's nowhere else to put the snow. Go to the city or whatever." He's shut off my heat, three time, on the coldest nights of the winter. The last time, I didn't have heat for 4 days. My cats were shivering. I finally paid $50 out of pocket for a repair guy to come out, and he confirmed someone had manually turned it off, and showed me how to turn it back on myself. The following week, my landlord replaced the entire heating system without any warning, which knocked out my heat for another full week and forced me to pay for a hotel. He's destroyed my property. In the same incident where he buried my car, he used the bucket loader to deliberately smash two of my kayaks against the house, $4,000 worth. gone. He's also stolen my propane tank right off my grill and had one of his guys unscrew part of my gutter so there's now a waterfall pouring directly in front of my door whenever it's not freezing temps. He's been spying on me with a drone. One night I was making dinner and heard a buzzing sound. I looked out my kitchen window and there was a drone hovering directly behind the glass, inches away. I grabbed my keys, got in my car, and chased it while recording on my phone. I followed it through a series of green lights until it landed at the end of a dead-end road, which turned out to be a compound owned by his company, surrounded by about 15 trucks with his business name on them. I still get a sick feeling in my stomach every time I think about it. And now he's hiking my rent by 50%. The letter is dated December 1st, but the postmark on the envelope says January 21st. He cites "costly repairs" as the reason, though I have no idea what was actually repaired, given the state he's left everything in. I'm living in genuine fear of this guy. I have video evidence of multiple incidents. I don't know what my next move is. Any advice would be hugely appreciated.
