My Mom's Shed Is One Foot Over The Property Line.

HELP! Location: Virginia --- My Mom has been living in our Family home since 1996, our house has always had a patch of woods immediately on the grass line and a little section that extended further back like a "nook" towards the corner of the property. We have always kept that land maintained.

In the last year a construction company has started to gut the woods out in preparation to build houses for the neighborhood. The owner of this company came to my Mom and told her that the Shed (with an attached chicken coop) is one foot over the property line and must be moved. At first he was nice about it, he offered to even move the shed for my Mom for free or a heavily discounted price. He said she would need to sign a waiver in case anything went wrong which she was fine with. When my Mom went to him to take him up on his offer he said he actually wouldn't do it because he might damage it. (why say something about a waiver then?)

Its been winter, so the windows for manual labor have been slim.

On Friday, she received a letter in the mail from the company's lawyer stating that she had 30 days to move the shed or legal action would be taken. She is not financially able to outright cover any cost of labor, as well as, stubbornly, does not want to move her shed/chicken coop. I'm unaware of the time in which that property of woods was purchased.

Is there anything she can do? She has called the zoning office and was told that her zoning looked fine, however, the land had not been surveyed since before the shed existed with the chicken coop. (There was a wider shed there and we replaced it and added the chicken fence to the side) To me it seems like this guy is trying to back her into a corner to either get what he wants or get money out of her. The first thing you find when looking up this construction company online is a website dedicated to trashing it.
