My Mother Stopped Paying Back Overpay For Ssa, Is It My Responsibility Now?

I (23f) have cerebral palsy, and for my entire childhood my mother received monthly SSI income to take care of me and assist with my needs for my disability. At some point, she received overpay and the SSA told her to pay back. She was paying back in incrimants as far as I am aware. Then, after the state we were living in (Minnesota) stopped sending payments after I turned 18, she did not take the steps to transfer everything over to me and she stopped paying them back.
I have since moved to Missouri and my attempts to apply for SSI have been denied. I anticipated this and have not fought it due to a lack of time, energy, and resources. Despite this, I received a letter telling me that I owe money, about $12,000.
My mother, as I'm sure you can tell, is a very irresponsible woman and I have had to do lots of things to rectify the damage she did financially. She is also an alcoholic and it has ruined a lot of her mental capacity, so she doesn't remember many things and it is a battle to get her to answer most of the time, so asking questions about this whole situation has been like pulling teeth. All I have been able to find out I have already laid out here.
I am planning to call the SSA office on Monday as soon as they open to ask questions about this, but my partner's family is concerned about potential legal issues, in particular about if I could face jail time if I am unable to pay, or if what my mother did qualifies as social security fraud.
My main question is this: Legally, if my mother stops paying the money she owed to the administration, do I have to pick up where she left off now that I am an adult, despite having never received benefits?
I am open to answering questions because I know this may be unorthodox.
(TL;DR, my mother owed the SSA money when I was a minor. I have since moved states and received a letter saying $12,000 is owed. Do I owe this now after my attempt to reapply after several years, or does my mother?)
