My Pinball Machine Is Locked Inside A Repair Shop That Suddenly Closed And The Landlord Says He Won't Release Anything Until The Shop Owner Pays Him

I dropped off a vintage pinball machine at a local arcade repair shop about six weeks ago because it kept resetting during games. I bought it a few years ago and have the receipt, serial number, photos of it in my house, and the repair paperwork.
The shop suddenly closed last week. Apparently the owner owes several months of rent and the commercial landlord changed the locks.
I managed to get the landlord's number from another business in the building. He confirmed the machine is still inside but said he isn't letting anyone remove anything until he figures out what belongs to the shop and what can be used toward the unpaid rent.
I explained that the machine was only there for repairs and showed him the paperwork. He said he understands but doesn't want to start letting people into the building based on ownership claims.
The repair shop owner isn't answering calls.
Can the landlord legally keep customer property inside because his tenant owes him rent? If he keeps refusing to release it, would my issue be with the landlord, the repair shop owner, or both?
