My Sister (16) Was Jumped

Location: Kansas U.S.

My baby sister was jumped at a party and was beaten pretty badly. She was incredibly inebriated and we suspect she was roofied. She doesn't really remember it, except for the name of the person she thought was her friend. My mom got a call from some person, from my sister's phone, that she was at a party and needed to be picked up. When my mom got there around 3am, my sister wasn't even aware of what had happened to her. My mom didn't connect the dots. I don't know what she was thinking but she didn't call the cops or go to hospital until later that morning.

I'm furious because, had they been called at the actual location of the party, maybe they could have actually gotten the person/people, at the very least they were all clearly underage drinking. They probably had videos on their phones. And there was an adult woman there, who apparently also hit my sister. I don't know what difference it would have made, but I feel like at the very least having the parking lot full of cops would have done something.

I'm not sure what to do. I'm wondering if there is anything we *can* do, especially with little to no memory, or all avenues to try or what questions we should ask.

This is very devastating to endure and I don't have hope of any justice being served but I want to make sure we at least try.
