Need Help Collecting A $6,000+ Judgment Against Turkish Airlines

I’m hoping someone with experience in PA/Philadelphia judgment enforcement can point me in the right direction.

I won a Philadelphia Municipal Court Small Claims case against Turkish Airlines and was awarded $6,025.26 on July 28, 2026. They haven't paid anything.

I sent Turkish Airlines a demand letter along with a certified copy of the judgment, but they still haven't paid. I also checked the Philadelphia judgment system and there is no indication that they appealed.

I contacted the Philadelphia Sheriff's Office about getting a Writ of Execution. They told me that because I don't have an asset/address they can execute against, I need to identify a garnishee.

This is where I'm completely stuck.

I understand that a garnishee would be a third party holding money/property belonging to Turkish Airlines—potentially a bank, payment processor, or another entity that owes them money. But I have no idea how I'm supposed to determine which bank or entity actually holds their assets, especially since Turkish Airlines is a foreign company.

I've been looking into PA Rule 3117 (discovery in aid of execution) because it appears that a judgment creditor can use post-judgment discovery to identify the debtor's assets. But I can't figure out the Philadelphia Municipal Court procedure for actually doing this as a pro se plaintiff. I haven't found a specific Rule 3117 form, and the court/Sheriff websites aren't making the process particularly clear.

I've also considered hiring a judgment-collection attorney, but I'm not sure if a $6,025 judgment is large enough for an attorney to take on, especially if they charge hourly.

So my questions are:

  1. Has anyone actually gone through post-judgment asset discovery under Rule 3117 in Philadelphia Municipal Court? How did you initiate it?
  2. Is there a specific form/petition/praecipe I need to file?
  3. Is there a practical way to identify a garnishee for a large foreign company like Turkish Airlines?
