Neighbor Lets His Motorcycle Run All Day And Night. Is There Anything I Can Do? Location: Co, Usa

I have a neighbor adjacent to me. One of the occupants likes to rev on his motorcycle. A lot. When I say that he revs on his motorcycle I don't mean that he starts it up, revs the engine a couple times and then drives it. He likes to stand there in front of the bike with the engine running and pulling the trigger over and over again for hours. When it dies he immediately starts it up and continues the process. I can't enjoy my back yard because all I can hear is this guy revving his engine and smell the burning oil. this occurs from morning to as late at 11 pm. I don't think he has a job because as far as I can tell this is all he does. (Drug use is highly suspected)

I have spoken to the neighbor and asked them to keep it down. I have called the authorities and was informed because we are out of city limits there is little they can do until 11PM. The only time they came out is when I called them after midnight. They spoke to him once, and he called it quits for the night. He started again early the next morning. There is no HOA here.

I feel like I can't relax in my own home or enjoy my own property. Is there some kind of tort claim that I can make? I don't want money from them. I don't want to hurt anyone (legally/fiscally) I just want to sit on my back yard and enjoy the sound of birds chirping for the first time in months.
