Neighbor Literally Defecated On My Honda And Dashcam Footage Is Too Blurry To Id Him (oregon)

So I've been WFH since 2022 and my neighbor (50s-ish guy, lives alone) has been getting progressively weirder about me "watching him" through my window. Which I'm not? I'm literally just at my desk working but he's convinced I'm spying or something.

Last Tuesday I went out to my car and there was human feces smeared across my driver's side door and hood. I'm not talking like a dog did this. This was HUMAN. I know because there was fucking corn in it and also the quantity was... significant. Filed a police report, they basically laughed and said without proof there's nothing they can do.

So I installed a dashcam (the $45 one from Amazon with parking mode) and sure enough, THREE NIGHTS AGO at 2:47am someone approaches my car. But here's the thing - he's wearing this weird oversized raincoat with the hood up and the camera quality at night is absolute garbage. You can see A person but you cannot see WHO. Could be anyone technically.

Here's what makes me 90% sure it's him though: the person is carrying what looks like a Safeway bag (there's one 0.3 miles from our complex) and my neighbor has this specific hunched-over walk because of his back thing. Also he literally said to me last week "you're gonna regret parking there" which I didn't think much of at the time but now...

I showed the footage to the police and they said it's not enough for charges. My landlord won't do anything because "tenant disputes aren't his problem" and honestly I'm lowkey terrified to confront this guy directly because what kind of person DOES this??

My lease isn't up until July and I can't afford to break it with how insane rent is right now. Do I have any legal options here? Can I sue him in small claims even without definitive proof? The car detailing cost me $280.

idk if I should just move my car somewhere else and drop it or if there's actually something I can do
