Neighbor's Neglected Dog Barks For Hours On End - What Can I Do?

This year I moved into a new house (renting) and my bedroom was originally situated with my neighbor's dog kennel outside the window. I recently had to move my bedroom to the other side of the house so their dog couldn't wake me up anymore, and even from that side of the house I can still hear him bark. I have recordings of this dog barking at all hours of the night, but only anecdotal evidence of him barking from 6pm-12am consistently, damn near nonstop.

In the 6 months that I have been here, I haven't seen the dog out of his kennel once, nor have I seen his owners interact with him, but he's a healthy weight from what I can see so he must be getting fed. He lives in their windowless shed with a 10x4' dog kennel attached, though the kennel has a concrete pad in it. He has no access to grass (though they have a large lawn) and his kennel is OFTEN full of feces. I have tried talking to my neighbors, to them ignoring me at the door. I have tried leaving notes, which they also ignored. I went to city hall to file a complaint a month or more ago, and still have yet to see anything done about it. I'm young and this is the first legal issue I've gotten into. Not only am I annoyed by a dog that I interact with more than its owners, but I'm also worried for its well-being. What options can I pursue to have this dog removed?
