Neighbor Stopped My Driveway Pour Over Property Line Dispute But It Was My Property, What Is My Legal Recourse.

Location: pennsylvania

I had an asphault driveway scheduled to be poured, it was to widen my existing. There is 1 peg that I know of which measured out correctly. My line goes down 100ft straight line. The extension was about 3 feet in from the line so I wouldn't be right on the property line.

As they begin excavation, neighbor comes out yelling saying its her property where they are digging at the bottom. Then she reveals this random peg. I had the house surveyed when I bought it in 2018, so i didn't have it handy when she was yelling....as again I was 3 ft in from the line. She has no paperwork, just said the peg is hers and thats the line. The workers said they needed to keep working because asphault was coming and cant be undone. So I would be invoiced regardless if they layed it because it cant be returned. So they suggest to work with the neighbor because im going to have to pay so its either for nothing or narrowed at the bottom.

So the lady would only allow them to continue if its narrowed to stay in the bottom peg line.

I eventually end up finding my survey, after they were proceeding with stone and because of the delays it would have cost more to backtrack, and she wouldnt allow it to proceed without a new survey peg because she thinks hers is correct, but it showed the peg she had as being way off, based on the other neighbors fence. So the narrowing wasnt needed as it was my property, and I had 3 ft to work with where I originally wanted the pavement to go.

My question is what is my legal recourse here. Im stuck with a narrowed driveway at the bottom because she was incorrect and threatening to call the cops and time wasnt on my side with it being hot asphault.

Im getting a newer official survey to remark the pegs because her bottom one was for sure not correct based on the feet distance the deed and the old survey stated it should be.
