Neighbors Are Abusing Their Children. I Can Hear It All. Anything I Can Do?

I have no idea if this is the right place to post this so if there's a better place please let me know.

I have new neighbors that live below me. It's 2 women likely in their 30's. 3 or 4 children from about 3 to 7. Then there's a man maybe 30's or 40's that's only there on the weekends. They are a very loud household. Lots of screaming and yelling but never after 9pm so it's not really a noise issue.

Unfortunately they are all so loud I can hear everything. I can hear every word very clearly. They scream at these kids for everything. What's worse is they smack them, more like slapping them and I can hear it and it goes on for a good ten minutes or so. Then they lock the kids in their room and they cry in pain and if they're too loud one of the adults will come in and hit them until they stop. I fear they may only stop because the kid is maybe unconscious.

They also leave them home alone a lot. Like for several hours. Again they're no older than 7. They also don't lock the door to their apartment and I know because they accused one of the kids of locking the door when they were gone and hit him for it. I heard it all.

The two women will often go get food for themselves and tell the kids they didn't earn it because of whatever the kids have done to upset them that day. I'm not saying they aren't feeding them at all but something about it seems so gross because of they're going out to get food they certainly aren't cooking any.

I'm also pretty certain these kids don't go to school. Maybe online school is more common since 2020 but it's the same song and dance from 9am to 9pm Sunday through Saturday.

It hurts knowing how these kids are being treated but I have no idea what I can do. They almost never let the kids outside so I haven't actually seen anything just heard it.
