Neighbors Dog Killed My Dog (ca)

My neighbors two pitbulls killed my chihuahua earlier this year in our front yard. I wasn't there but it was my mom who witnessed everything. The neighbors dogs ran out their house when they saw my dog and killed him. My mother did not get any injuries. Animal control came and took reports and the offending dogs were labeled as dangerous and the neighbors are allowed to keep them.
I haven't pursued any legal action yet as I wanted to take time and heal. At this point in time I'm ready to get the ball rolling. I understand I can do small claims where I get the market amount for my dog because he was considered "property" or I can do a civil suit. I'm leaning toward a civil suit. I'm curious if I would need a specific type of lawyer to do this. Whenever I search lawyers I always come across dog bite lawyers and they don't take these cases since no human was hurt or injured. I have come across very few animal law attorneys. Was wondering if anyone could point me in the right direction. Thank you.
