Bio Mom Withholding Birth Documents.
Location: Kings County California
My boyfriend 23 M has no documentation. This includes no social (not even memorized) no birth certificate, no ID. This also includes medical records or school information. They are all with his biological mother, whom we cannot locate or contact. He was also adopted in Wisconsin, however we've tried and failed to contact his adoptive father. After visiting the vitals records office, we were informed that the only way to get his birth certificate required his adoptive father to request it. This has obvious issues. We're at a loss. We can't hire a lawyer, I'm the only one making an income since he legally cannot get a job. It's been mentally exhausting for both of us and we're unsure if we can get anything at all. Are there any options we've overlooked?
Edit: We have no idea how to file a police report if we don't know where she lives. And he was born here in kings county, just adopted out of state.
