Neighbors Fence Issue

Location: Baltimore, Md

New neighbors just moved in. They are Spanish speaking with little to no English. My husband has tried to speak to them about this and nothing came of it.

When they moved in there was already a 4ft chainlink fence between our properties. It's their fence as it attaches to another fence that attaches to their front yard. They immediately put up a 6ft wood fence on the inside of the chainlink fence on their side.

We would love to get our own 6ft wood fence. Issue is now the original chainlink fence has tons of weed growth and needs to be taken down or it's highly recommended by the fence company to take it down or there will be a jungle growing between our fences. Which isn't good for my kids and pets.

We don't mind taking it down ourselves since it's the right thing to do. But I don't know how to proceed with it.

Can / should I send a certified letter asking if it's okay to take down the fence? Since we tried to talk with no avail can we just move forward? What legal trouble can we get into if they decide they didn't want us to mess with it,?

I'm at a lost for what to do.
