Neighbours Dogs Killed My Dog And Attacked My Sister

My neighbour’s two pit bulls attacked and killed my sister’s frenchie and injured my sister. We took the dog to the vet and he was declared deceased by the veterinarian. There have been past instances of these dogs being dangerous aswell, it’s documented that they attacked one dog from their own litter and animal control services had already come down for that dog to be put down. My sister has sustained bite marks, emergency came to stabilize her took her to hospital and is currently awaiting shots for rabies and tetanus.

Is there any legal recourse for this incident? Also, if we went the civil route who would be liable? For context, the previous mentioned event of the two pit bulls killing one of their own was documented by the housing company who owns this rental property. (We reside in Toronto, Ontario) Would we sue the owner of the dogs? We had to put the cremation and services on credit card(we are not by any means well off so that was a double hit we had to take)

Other concern is that my sister has 4 small children who live with her and are potentially at risk and in danger from these dogs being let out. Also, the dogs were not leashed or muzzled and are allowed to go outside to do poo and pee potentially risking the safety of other members of the community. After this occurred the owner of the two pit bulls which attacked my sister and killed our dog he said to my sister after witnessing her being attacked along with our dog says “ I’m sorry I’ll give you money to buy another dog” then proceeded to leave to work. We have contacted animal control services and are awaiting a response.

Please if any one can give any information or proper course of action would be greatly appreciated.

Also, the individual who owns these dogs recently came out of jail/prison. It is believed that he is staying at the residence against his parole conditions so if it confirmed he is violating the conditions of his parole can we notify authorities?
