New York-surrogate Court Voluntary Administration

A friend of mine lost her father last year. He had no estate, will, executor, etc.
After his death she found out that he had taken out numerous credit cards and maxed them out, plus he took out a personal loan. Total debt: $40k.
The companies are coming after her, including debt collection.
The thing is, she wasn’t his Power of Attorney or anything like that. She wasn’t a co-signer or authorised user on any of the cards. The companies keep asking for the Estate and Will, who is the Administrator. There are none.
The only thing he had was a hail damaged car, Kelly blue book value of $500.
She went to see a Judge about the car and everything.
He gave her a Surrogate Court Of New York State Volunteer Administrator form.
She’s thinking of donating the car to a charity, and the Judge mentioned that she should fill out the form.
The thing is, if she does get it filled out and/or notarised…what would happen regarding the debts owed by her Father?
