Odometer Possibly Swapped Out In Another State - Bought A Van With Clean Carfax/title History - Now Flagged

About 6 months ago I bought a used Toyota Sienna (Less than 5 years old) from a dealer in Utah. At the time, the Carfax was clean and the mileage looked normal. No odometer issues were disclosed.
Recently, Carfax updated and now flags a possible odometer discrepancy. I also paid for another vehicle history report that shows mileage inconsistencies from before the dealer I bought it from even owned the car.
So I started looking into it to get as many details as possible. Here's what I've found:
- The dashboard/odometer in the van is a large screen which I now know is only available on a higher trim level than the van actually is.
- The odometer disclosure form from the dealer was left blank.
- I took it to Toyota and they found older service records showing higher mileage than what’s currently on the odometer. They said there’s no other way to verify mileage on the vehicle.
- I gave all this to the Utah DMV and they said they couldn’t find anything showing the dealer knowingly did anything wrong, and the title looked clean at transfer.
Now the vehicle history is flagged, the mileage seems unreliable, and the value is affected. I’m trying to decide if it’s worth hiring a lawyer or if this is likely a dead end because the dealer bought it before the history showed anything.
- If an odometer problem existed before I bought the car, can the dealer still be on the hook even if they claim they didn’t know?
- Does leaving the odometer disclosure unchecked cause any legal issues for the dealer?
