Ohio - If I Report Domestic Abuse And Then The Victim Doesn't Want Help/to Comply With The Law, What Happens Next Legally?

So sorry if this isn't the right place for this! I'm just specifically wondering what would happen with police/charges/etc.

So my mom has physically abused my dad my whole life but he kind of "lets" it happen in the sense that he's a bigger person than her and could technically kinda stop her or fight back or run away but he doesn't, at least from what I know of. And I know for a fact that it isn't a consensual sexual thing or anything like that. Right now he has a black eye from it and several medium sized scabs and lots of other smaller bruises or maybe scratch marks? I was thinking about calling the non emergency police line or something but I think there's a very large chance that if the police came he would just say everything is fine and not acknowledge what has happened. If I did call them, and then he did brush it off, would anything else happen legally speaking or would the police just have to drop it entirely?
