Parents Are Divorced And One Of Them Moved Out Of The State Bur Still Uses Old Address To Obtain Auto Insurance, Registration, Etc. What More Can The Other Parent Do?

My parents had a messy divorce three years ago. Parent 1 moved to another state and Parent 2 obtained the house and has since changed the deed so that the house in their name. I graduated college and moved back home with Parent 2. Despite the fact Parent 1 has lived in a different state for three years now, they have still been able to obtain title, registration, and more importantly car insurance in the previous state on the basis they still live at the old address which they don’t. Parent 2 has obviously not given permission and has requested several times to remove the car from the policy but somehow Parent 1 is able to obtain car insurance using the address of the house. We recently found out that Parent 1 got a new car and we have been getting various documents about the car to our house.
The insurance in question is State Farm. The fact they were able to obtain a car and register it as if it was out of state as well as get auto insurance despite being out of state seems to read as textbook fraud. What more can be done as Parent 2 has already informed State Farm that Parent 1 no longer lives at the address several times now? We have also written RTS on all mail in which Parent 1 is recipient (ironically, this has been legal documents as well as insurance documents). Parent 2 is sick and I don’t want to stress them out any further. TIA
