American Arbitration Association Demanding More Money To Hear Consumer Case.

I'm suing a contractor over $1200 mistake in a $20,000 contract, to install solar panels on my residence (where I live). Contract says we have to use AAA commercial rules. I filed arbitration with AAA under consumer rules and paid the fee because I'm a consumer, not a business and the contract is a home improvement contract at my house between me as an individual and a company.
AAA ruled that the dispute has to be heard under commercial rules and my objection to the rules classification is a matter for the arbitrator. Then they sent me a bill for $1200 for commercial arbitration. (seems like a cash grab).
I'm going to let AAA close out the arbitration claim because I'm not paying the extra money that exceeds the harm. I'll file in small claims court in New Mexico and hopefully the judge will not compel arbitration.
Is there anything I should do to decrease the chance the small claims judge drops my case and tells me I have to pay for arbitration.
