Pay Issue

Hello, I work as a hca ( home care aide, caregiver ) for a company that recently opened in my city. But they've been working for 20+ years in Washington. They have an union and everything is pretty good.
I was their first caregiver in this city, and since I moved from another state I had to do my hca training again. ( I have 10 years of experience )
They said they will cover the training and pay me for it, I have a contract and emails as well as phone calls recorded confirming that/ the rate being 22.66$
Since they have a contract with the DSHS, the paydays are the 1st and 15th- with the 15th being reserved for training hours and client hours.
They had me not take any clients during the 3/4 week training, and no pay. I finished on 01/23 and was supposed to be paid on 02/15 only for me to be paid $54. ( client hours)
I contacted them and discovered that there was an issue with the pay stub department not entering the hours into the system because they lost the data. Throughout this process, they acted as if it was not a problem and expected me to wait until March 15. I absolutely cannot do that. I've contacted the union, I have email and phone call proof of when I was supposed to be paid and THEM admitting it's their fault.
Is this legal? What do I do next? That's over a 1000, I won't make it through the month.
I did 75 hours.
