Question About Ab 1482 (california Rental Law)

Location: California.

Hi, I live in California and am curious if I am covered by AB 1482 in the place where I live. Currently my landlord is trying to sell, but because our rent is too low it has made the market difficult for him. So he wants us to voluntarily agree to a 29% increase in rent (which might be fair because it has been a while since we've gotten a rent increase) but I want to know if this is legal if I choose to say no and legally to my inderstanding the max theoretical yearly increase is 10%. AI states im covered but obviously I dont trust its judgment lol. Here are the specifics:

The place was built in 2009 (17 years ago).

It is a duplex of two units.

The downstairs unit is currently vacant after the last tenants left 3 months ago. Our unit is obviously filled.

We have never received any paperwork regarding an AB 1482 exemption.

It is not government or subsistence housing.

The owner has never lived in the other unit in the entire time we have lived here. (Don't know if he lived in it before we came, but a different unrelated family lived downstairs when we moved in).

We have always been on a month to month lease, but have lived here for 12 years.

We have never missed a payment. We have never had a dispute.

The owner lives out of state with his family amd is unlikely to move back to move himself or family in to our place.

There are no structural issues that we know of at all for a remodel.

Ellis act would require him to delist the property for a year as a rental significantly affecting his ability to sell it.

So. Based on all this info, are we protected or are we screwed and should prepare to find a new place if we say no amd he decides to evict?
