Question About Revenge Porn

I was sent a picture of my ex, from his current girlfriend - a picture of him doing some things with another gentleman and their genitalia. She scribbled out majority of the photo with red but you can still make out two men standing facing each other, and while you cant outwardly see full genitalia you can tell whats going on.

From what I understand he posted those pics online, however she has saved them and is redistributing them with the intent to harm this man/his reputation. Is this revenge porn? Can I make a complaint or does he?

Any understanding would be appreciated- attempting to find a way to pursue a restraining order as well on this woman but ive never met her - in 3 years ive been told shes followed me to/from work, stalked my location to determine if my ex and I were together, sent harassing messages, and now shes sending these pictures along with screenshots of his exploits on internet boards soliciting male companions while i was away.

The scribbled out D pic was enough for me, what can I do?
