Rent Deregulation Racket

I live in a rent stabilized apartment building that was recently acquired by a new landlord. Long story short, they purchased the building intending to illegally flip and deregulate units. Two tenants were successfully squeezed out through harassment and intimidation, and the landlord filed simultaneous eviction proceedings for the remainder. He has connections in the local police department and building department ($), so neither are taking measures to protect the residents here. He’s also “donated” to our mayor publicly, just to give you an idea how compromised the local municipality is. I have gotten the DHCR to open a harassment case due to ongoing constructive eviction attempts. The TPU is also looking into his portfolio based on these issues and his illegal lease template. However this has only made him escalate to quite unhinged behavior, including some form of illegal surveillance. County and state police have referred me to the county DA and FBI based on the facts of this case, but I’d like to know whether I should also initiate a lawsuit? I have several regulatory complaints in process for discrimination and harassment, including environmental harassment that posed life safety risks for the entire building and made me extremely ill.
