Reported A Driver I Thought Was Drunk At Work (drive Thru)

I work at a Dairy Queen in a college city and because it's a college city there are unfortunately a lot of people driving under the influence. This last Sunday I reported someone coming through the Drive Thru smelling of alcoholic drinks (I'm not sure what specifically, I'm not a drinker but I recognize the scent from my alcoholic parents). I specifically got permission from my manager to do so before calling 911. I told the customer to pull forward into a waiting spot because there was a delay with their food (a lie while I waited for police response) and continued with my work. After a little while, I saw a patroller car behind theirs and assumed they were getting arrested. Turns out, they were cleared to drive (I'm unsure how, if they were just under the legal limit or something) and when my coworker brought out their food once we knew no arrest was happening and they demanded my manager's name. Our location's policy is that no customer needs to know our names, so she denied and told them to call our owner with any complaints. They did and according to my boss, they are threatening legal action for a false report.

It's my civic duty to report when I believe a crime is being committed, right? I have no history of false police reports so I see no way this is going to court but I'd like some advice anyway.
