Restraining Order Hearing Is On The 17th. My Mom Can't Afford An Attorney And The Man She Wants Protection From Is Escalating.

I have no legal experience so I apologize for my ignorance in advanced. My mom is in her early 60s and quite sick with hip issues and cirrhosis. She lives in a small studio apartment. She has a male neighbor (literally the apartment right next door to her) who helped her in the past but he eventually became obsessive. My mom is vulnerable and the guy was always very odd. And I don't mean eccentric. He is genuinely very odd, he won't let you leave a conversation, he talks and talks and talks, and he sweeps the outside streets around the apartment for hours (the same areas and nothing is actually being swept) One night he screamed at me and that's when I realized how unhinged he is. I live far from her and he was able to help her when she needed but eventually she started to express serious concern. She eventually told me she cut things off and he started harassing her. This includes banging on the doors and windows, actually looking through the windows, scratching her car etc; upon my moms request I took her to file a restraining order. The temporary order was denied. Since then my mom got one of her caretaker nurses to record a video confirming the harassment (he doesn't just harass my mom, he harasses the home healthcare people she has come over) My mom was recently in the hospital and we attended the recent hearing via court connect video. There he asked for a new hearing date and it was moved to September 17th. The landlord has not been very helpful. She's just had me send certified letters to the man harassing my mom asking him to stop So my questions:

My mom is very poor, does she need to get a lawyer to get this restraining order?

Today he was taking pictures of me bringing my moms wheelchair to her home after a doctors appointment. Is that legal?

If the restraining order is denied, can she attempt again with a new attorney? I told my mom we should consider moving her. Is this worth continuing to pursue or should she just move?

Do people win these hearings without attorneys?

If my mom isn't feeling well and attends via video again but has a video of a professional nurse confirming her experience do you think she has a chance? Is attending in person always better?
