Roof Leaking For 2+ Months, Mold Concerns, Landlord Keeps Making "repairs" That Don't Do Anything

I live in a VERY cheaply constructed 2-bedroom in LA and the roof leaks every time it rains. We pay $3700/mo which is egregious for the quality but for a variety of reasons have not been able to find a new place. Our lease went month-to-month in September.
In mid-November I noticed that our ceiling had what looked like a wet spot and that the paint was peeling, when standing underneath it I could see something black and wet underneath. I also noted pretty significant bubbling and damage to the paint halfway down the wall. (see the first two photos https://imgur.com/a/Q6BuXI4 ) It looked like mold/water damage to me so I contacted our property manager and 2 days later someone came to check. He took a look at the roof, took a look at the inside of our apartment. Came back maybe a week later and ended up doing some random shit to the roof and then like plastic sheeting our whole living room, repainting the wall etc. (photos 3, 4). It was the same guy who has done random repairs in the past, I do not believe he is a roofer. That repair was done Dec 1.
All was well (seemingly) until the next time it rained in December, at which point I discovered that the "repair" had made things even worse (didnt post a photo of this as it is more or less the same photo as the last pic, taken today). Reported to property manager immediately but they were not able to come until the following week. They did something else on the roof and it then continued to leak.
Someone else came on Jan 16 that appeared to be a more legitimate roofing company (not sure), multiple people were on the roof. They were on the roof until Jan 19. We figured it would finally get resolved then.
We received a notice that someone would need access to our unit today, Feb 16. Nobody went on the roof today, the guy just painted over where the wet spot had been - again.
It has been raining all day and the wall is soaked, again. Again mainly in the corner but dripping all down the wall. (last pic) You can't really see from the photo but that corner is damp almost all the way to the floor in addition to the two bigger visible patches.
There is also another damp wall in one of the bedrooms but it doesn't seem to be coming from the ceiling, it's like blotches on the wall about 1/3 of the way up from the floor. No one has addressed that one despite me bringing it up twice.
I am getting REALLY pissed off at this point and want to know what recourse I have in terms of rent etc because it is insane to me to pay almost $4000/month for a living room that gets wet every time it rains and I don't understand why people keep coming and painting over the wet spot instead of addressing what is causing it. I don't know if I'm overreacting because objectively it is not a Huge Deal and there is not like, water cascading down the walls, but I also think it is fair to expect this to be resolved in an apartment I am paying a not insignificant amount of money to live in. My boyfriend and I are both sneezing constantly and we hear our downstairs neighbors constantly coughing and clearing their throats and based off of the ongoing issues here I think odds are pretty good that our walls are full of mold. I have been having a ton of health issues and am starting to wonder if it could be related.
What do I do here? How do I get them to hire someone who will actually fix the f*cking roof?? How do I get somebody to check on mold? What do we do if the landlord tries to kick us out for requesting proper repairs or testing? Any help appreciated, thanks all
