Roomate Secretly Microchipped My Cat And Is Trying To Steal It

As the title states, I have recently found out my roomate has been going behind my back to build a paper trail on my cat. Throughout the entire month of March, I was being treated in a psych ward and did not have access to my phone or any way of communicating with my roomate. During this time, she took my cat to a different vet and had him registered under her name, and even changed his last name to match hers. Also, she took the cat to get a microchip, and after I called the company I confirmed she registered herself as the owner and didn’t add any of my information.

To be clear, I have not in any way shape or form relinquished ownership of my cat to anyone, and I have screenshots of text conversations between us where I clearly state if the cat were to get microchipped it must be under my name. Due to my stay at the psych ward, I am eligible for an emotional support animal, so I’m currently in the process of that as I think any kind of documentation will help my case if he gets stolen. On top of that, I have a city pet license with my name listed as my cats owner.

However, I am concerned that with the microchip and most recent vet bills claiming he does not belong to me, my roomate has enough “proof” to claim my cat belongs to her and take it. I have asked her to change the information on the chip, but she flat out refused and I’m unable to do it myself without her consent because she did it at a different vet. If he gets stolen what should I do? Is there anything I can do in the meantime to help my case?
