Rv Living?
I’m not even really sure if what is happening is illegal but I just need guidance.

Okay so I’m not going to go into a whole lot of detail but my parents adopted my sister (biological niece) when she was 3 years old. Now 5. When I was living with them (recently escaped) they would use a wooden paint stick and hit my sister. This was when she was 4. Yes, back then when I was witnessing it, I did call CPS.
Eventually, they filed an order of protection against me for my sister. I was fighting for my life against my dad (also her dad) and as a result I’m “dangerous” to the child.
My parents recently sold their home, and are now living in an RV.
The order of protection is not for my parents at all, JUST my sister. So when I reached out to my mom about something different, I did not violate the order.
Out of the blue she told me that they sold the house.
I’m quite worried about my sister though. Back when I was in the home, they regularly put bruises on my sister, and then would keep her home from school until those bruises healed.
I am now worried that they are living in the RV to isolate her. She is not going to kindergarten. She does not go to a public school anymore. Random Facebook posts in my mom’s feed show them in 3 different states just from 9/1-9/9.
They also have 4 dogs on the RV.
Is this even something that has grounds? Would it be a violation if I was to call my prior knowledge and witnessing in?
Also, with them no longer having a physical address, and the physical address listed in the order, how does that work? Are they supposed to take it back to court to update or anything? Should I go back to court to try and get it dismissed?
I never fought it because my mom had me admitted to the hospital and I was discharged homeless. I had shorts and tshirt, and a pair of crocs. When I was served, just 5 minutes after being dropped off at their home, my mom had “my” things prepacked. The only clothes sent were my sister’s clothes. Therefore I had nothing for court.
With my own abuse history, I keep my distance as it is, I only reached out the other day for medical history clarification for myself, as I sustained a head injury when I was an infant and my diagnosis’ weren’t lining up with my injuries, according to literally a college textbook, so I reached out for clarification.
I just want to make sure I don’t mess this up. But I also want what is best for her. I just don’t know what I’m allowed to do.
