Second Moving Company Has Not Delivered My Items

Location: Illinois --> California (Also technically Florida)

In June of 2025, we hired a moving company to move my items from Illinois to California. Mind you, it's about 90% of my personal belongings. While staying in constant contact, they kept promising to deliver our items for 9 months. Because they kept assuring us of an eventual delivery, I could not claim my items as stolen. After consulting a lawyer, they suggested hiring a second company to move my items and then sue the first company for the cost of the second. Now, after doing research we learned that moving companies can be licensed with the bureau of home goods and services. After emailing the bureau (and them getting my name incorrect despite my email being my name), they revealed they wouldn't be able to take action against the first moving company as it was not licensed, but suggested Florida small claims court as that was where the company was located. Now the second moving company is licensed, but licensed moving companies are required to ship your items within 30 days. It has been dangerously close to the 30 day limit with no updates on even a delivery date. If the second company fails to complete the move in time, (which unfortunately is looking like the case), other than reporting to the bureau again, the cost of both moving companies and the empty storage unit has exceeded the limit of small claims court. My questions are:

  1. Would the bureau only handle the case with the second company?

  2. As this exceeds small claims court what kind of lawyer would I need to receive a full refund from both companies?

  3. Would I have to hire a third moving company to actually get my items back or would a court be able to mandate the company send my belongings?
