Suing An Out Of State Business

Back in September I sent a firearm off to be built by the company that manufactured the receiver. I was originally told by multiple other companies that they would not work on company 1s receiver due to poor quality control. When I expressed this to company 1, they offered to do the build for me and I agreed. I was originally quoted 30 days from delivery to return. 30 days later I reached out to check on the estimated return time and was told that there were delays due to a heavy snowstorm in the area. I agreed to give them a bit more time and reached out about another month later only to be told that there were more delays due to compliance upgrades that needed to be made. It’s since been 4 months from original delivery and I believe that the business has blocked my number. They are located in Ohio and I am located in Florida. What is the best course of action here for me legally? The value of the build, receiver, parts kit, and various upgrade items I sent was around $1400. I’m unsure if involving the ATF is a better move since I don’t want to be stuck with their junk receiver if all they do is return it unfinished and refund me for the service.
