Sus Landlord Desposit

hello! so my downstairs neighbor, who i’ll call Tenant 1 (we live in an up-down duplex) has informed me of an odd situatuon regarding our landlord. there is currently a total of 2 tenants occupying the unit, however there has been a dispute and the room mate, Tenant 2, has agreed to move out.
To supplement the other half of the rent, Tenant 1 is having their partner move in. it is past the move-out date, however, and Tenant 2 is still occupying due to not receiving their half of the security deposit. When Tenant 1 asked our landlord about this, Landlord stated that Tenant 2 would receive their half once Tenant 1’s partner paid their deposit, as that was going to be Tenant 2’s refund. Tenant 1’s partner can’t move in at this point because Tenant 2 is still occupying.
This sounds absolutely ridiculous to me, because like where did Tenant 2’s original half of the deposit go? why can’t that money just be returned? i want to ask folks outside of the situation so i know if i’m rightfully sussed out for my neighbor or if i’m missing something. thank you!
