Too Late To Sue Mechanic Shop In Small Claims Court?

I paid a mechanic $8,000, back in February 2022 to install a modern LS3 engine in my 1977 Camaro. I provided the engine and all the parts needed to do the job. All the parts and the engine I provided totals out around $12,000. The only problem is that my car spent 4 years getting bodywork/painted at a body shop. My car was finally sent to the mechanic in April 2026. I followed up with him on earlier this month and he said that he's busy and that he won't be able to put his hands on my car until January 2027. I've noticed that he has been taking around a year to get other cars completed and I would like to just ask for all my parts back, along with my money, since I don't want to be waiting that long for my car to be done. Would my 4 years of statute of limitations start back when I signed the contract with him, or would it have started once he got ahold of my car on April 2026? He didn't say that he wasn't going to get the job done, but he didn't reply back to my text message when I asked him how long it was going to take to get the job done. I'm going to call him later this week to get answer, but I would like to see if it's still possible to sue him, if he doesn't want to return my engine, parts and money.
