Trustee Help

Hi there, my Mom recently passed and her house is in a trust. I am the trustee. My brother and I are the beneficiaries and are to split proceeds of the sale 50/50.
The situation is that he and his wife currently live in her home and have for the last 3.5 years. He sold his house when she had a stroke to make sure she was ok. Nobody asked him to and he is holding that over my head trying to justify him being able to stay there. She was still able to live independently.
Issue #1: He thinks the estate should pay utilities, I disagree since they are living there and using them. If it was vacant, they would be far less and a different story.
Issue #2: I want a realtor to come in and tell us what needs to be done to get it ready to list. No reason for them to continue living there rent free now that Mom has passed. (Home is paid off). He is having a fit saying it's too soon, but I just want to get the ball rolling. He is also saying he is broke and has nowhere to live. They have no kids and make over 200k/ yr... so not my problem they aren't good at managing money? They have had no bills for the last 3.5 years, my mom didn't charge them rent.
I am also wondering if I can just evict them to solve both of these problems. I don't have a terrible relationship with him, but he is acting like a maniac towards me lately when I'm just trying to do what the trust says to. Should I get a trust lawyer or would that be a waste of money?
He is also threatening to not pay his half of her final expenses as agreed upon. Mine has been paid, so might need to bring him to court for that. ugh.
Thank you for any advice you can offer. This has been so stressful while trying to grieve my Mom but he says his grief is worse because he lived with her, trying to make it a competition. Sickening.
