Tuition Reimbursement Interpretation

Any teacher with the exception of teachers who are not renewed, reduced-in-force or who become deceased while employed, who receives tuition reimbursement agrees to remain a teacher for three years following the last date the tuition reimbursement is paid to the teacher with the following conditions for repayment:
If an employee leaves the district within 3 years after the completion of a course which is eligible for reimbursement for employment elsewhere in New Jersey, the employee must reimburse as per the schedule below:
If the teacher fails to remain a teacher in Butler for a period of one year from the date the tuition reimbursement is paid, the teacher agrees to immediately repay 100 percent back.
If the teacher fails to remain a teacher in Butler for a period of two years from the date the tuition reimbursement is paid, the teacher agrees t immediately repay seventy-five percent (75%) the money received as tuition reimbursement
This shall be done within 30 days of notification of resignation.
so my question is, if the employee leaves the job w/i 3 years but isn’t seeking employment elsewhere in Nj, are they still obligated to pay it back
