Unattended Death In Rental With Co-signer. Who Is Responsible For Hazmat?

My brother died recently and was alone in his apartment. There was blood. It wasn't a small amount, but not a grizzly type scene either. I'm not going to elaborate further. Not suicide, but the cause is yet to be determined.
My mom was the co-signer on the lease and has reported that the landlord is claiming my mom will be responsible for the entire cost of the hazmat cleanup. How much of this is accurate?
Googling isn't helpful because this gets too niche. I do understand that the landlord could go after my brother's estate, but can they go after my mom personally? She's retired and on social security. My deceased brother has a small inheritance - really not that much - that could likely cover the cost.
I'm trying to understand the details because our mom is overwhelmed. My brother and I are planning on calling the landlord so we can get their side because our mom isn't a reliable source of information at the moment.
