University Dorm Room Electrical Outlet Has Been Making Shrieking High Pitched Noise And Housing Refuses To Do Anything

Wanting to know how to fight this. College sophomore. Been having horrible luck with housing so far but this one has been a nightmare.
- Been getting horrible migraine attacks and headaches ever since I moved in. Eventually after a few months I noticed a high pitched noise in my room .RA confirmed they heard it too. submitted 3 work orders and all three of them said there was no sound. I have a cat in here and notice him getting more stressed lately. Sleep with construction headphones at night to avoid the noise.
the bathroom plumbing for my dorm hall makes loud shrieking noises often too. Im sure i could get my neighbors to confirm the noise.
I really don’t know what else to do, I’ve talked with multiple people both email and in person and they keep directing me to the same person who obviously doesnt care and wont do any thing. I am still working on getting an official diagnosis for my migraines, it’s a difficult and long process. But I do have emergency room documentation for when i went to the emergency room because of this issue.
Really poor but want this issue resolved so I want to know my options here. Thanks
