Unknowingly Bought A Vehicle That Had A Lien

Hello! I recently purchased a car from a private seller. Car has a clean title. Guy I was buying it from told me last minute that there were some DMV back fees for around $850 bucks and actually discounted that from the final price. He explained that because of those back fees he didn’t have the pink slip and that he was in the process of doing that himself from the previous owner and that since they had already filled out their paperwork, that I could just file our own paperwork and that DMV would be able to resolve the issue and get my registration. Seemed a bit off but the car is a steal for the price I paid. Well when I went to DMV they immediately turned me away saying that the car had a lien and that I had to go resolve it with the guy I bought it from, who lives 3 hours away btw. Checked the fat stack of paperwork and surely enough, yup, a form saying there was a lien and that Capital One was the owner. Ive been texting the dude I bought it from and gotten little to no help regarding this anddd im pretty sure he blocked my number.

Im not a car guy per say and not an expert on buying from owner to owner and am stuck on what to do. Any advice would be greatly appreciated.

Just wanted a freakin commuter man but oh well lol
