Unleashed Dog Attacked My Leashed Dog

Posting from a throwaway account in case I choose to take any action if possible.

My leashed dog was attacked and mauled by an unleashed dog at a public park in NJ. The dog was known to be aggressive with dogs as stated by the owner. My dog suffered numerous injuries that required thousands of dollars in medical bills. It will be a while before he makes a full recovery. The guy and the dog ran away before I could get their information.

Through the help of my community, I've since discovered the identity of the owner and the dog, and where they live. I filed a report with the NJ police, and sent all the info to them including the emergency vet bills and summary, the identity of the man, and the dog. My concern is that there wasn't any video evidence or proof that his dog attacked mine. The park didn't have cameras in that area (other part of the park do have cameras). None of the neighbors seems to have Ring cameras pointing in that direction too.

Editing to add that the owner of the dog has a long criminal record in PA and NJ.

Can I legally go after the owner even though I don't have evidence that his dog did it? Is it even worth it? I assume his dog is not licensed with the township, in addition to it being off leash in a public area.
