What Is A Legal Way To Resolve Harassment From Streamers-rage Bait?

What can we legally do to protect yourself from someone filming while “pranking”/ harassing others?
At what point of physical force justified?
I’ve seen plenty of videos from streamers, YouTubers, or other online platforms harassing people, sometimes assaulting them, then saying it’s a prank.
My father, an elderly gentleman, was alone at Walmart last week. He was followed from his car through Walmart and back to his car while being filmed. He called the police, they asked him “are you in danger?”, he said “no” and nothing else came from it.
Knowing him at one point or another he likely got visibly frustrated. So he’s probably on a TikTok or YouTube video somewhere as an “old man pranked in Walmart”.
At what point do we call it enough? Is this a nuisance that we as a society are supposed to just accept until we are in danger?
My dad’s example is a very mild one compared to some of the stuff I’ve seen online. But frustrating enough that I’d like to know what can legally be done.
It seems like these streamers put you in an uncompromising position. In which you have to give up your privacy, patience, dignity, and sometimes safety for their amusement, or respond physically and land yourself in legal problems for not tolerating this new form of entertainment.

My father was followed around by someone filming to the point of stalking/ harassment. Would like to know what is legally allowed in response or defense to harassment form rage baiters.
