What To Do About A Doctor Overprescribing?

About 6 years ago (when I was 15) my mom took me to a psychiatrist for depression. On my first appointment he prescribed me 5 different medications to take daily, one of which was 100 mg of seroquel. I started the meds, and was EXTREMELY exhausted from them, sleeping some days 18-20 hours a day. He kept saying that would go away and I’d feel better. I never did. I begged him for over a year to lower the dosages, anything. He kept saying he would, but then wouldn’t change the prescription and kept giving me the same dosages. Then he started lying to me telling me he only was prescribing the lower doses, and that’s what I must be taking. The doses never lowered and i was forced to drop out of school. Every time I tried to lower them myself I went through withdrawals. It took me over a year once I started handling it myself to be able to get off them. By then I had lost two years of my life, and I was never able to go back to school.
Fast forward to present, my mother is still a patient of his. A couple years ago we all noticed her acting much more jittery, couldn’t sit still for even 5 minutes, couldn’t hold a conversation without interrupting and changing the subject, acting MUCH more irritable, drastic mood swings, sleeping less eating less, driving very erratically, etc.
We tried for months to find out what was going on what changed with her, then I walked in on her taking her meds (she does it very privately), she tried to hide the bottle and I was really confused by that. I asked her about it later that day and she said it’s to give her “energy”. I found out she’s taking adderall, asked her what for? She said Dr thinks she needs more energy. I was very concerned by that statement given my history with this doctor. I kept asking her to get a second opinion for months, then after a while she changed the story and said “actually I have ADHD”. I understand that people can be diagnosed later in life and diagnoses can hide, but to have such a negative personality change after starting the meds?
My family keeps asking her to get a second opinion, she refuses.
I have friends who have seen this doctor, and they all have similar stories, is there anything that can be done here? How do you even report something like this, and is reporting warranted?
