Will I Get A Ticket?

Stupidly, I parked illegally in a handicap spot to grab an item from the store. i wasn’t paying much attention as i was in a rush. I was in the store for less then 10 minutes.
When I came out, there was a city police officer parked horizontally behind my car. I knew he was going to ticket me. He asked me if I knew the ticket is $300, I said I didn’t, and I told him it wouldn’t happen again. We got into our cars and as I put my car in reverese, he drove up so he was no longer blocking me in. He proceeded to put his lights on for approx 6 seconds and then turned them off. I kept driving. He didn’t follow.
Do you think he was signaling for me to stop? If he had, wouldn’t he have followed? We also did not exchange information but he probably has my license plate information. Do you think he’ll send me a ticket in the mail?
I know what I did was completely my fault. I just don’t know if it’s considered “evading”. Also, if he didn’t request my information do you think he’ll send me a ticket?
