A Female Coworker Keeps Being Touchy/flirty To Me, Feeling Like The Manager Dismissed It. Is It Hr Time?

I am 18M, and I've been working at a restaurant for the past couple weeks or so. There is a 30-year-old female coworker who has been weird to me since I started working. At first, it was just hugs whenever I clocked in, then it was flirty comments and trying to scratch my back. I felt uncomfortable and ended up telling my manager about it, he gave me his word that he will talk to her about it. Literally the next day, she tried hugging me and ran her nails on my back in front of him. He then comes up to me and says, "I'll make it a bigger point this time". It feels like I'm being kinda shrugged off, and partly due to me being a guy. I'm not really close to my parents due to personal reasons, so I haven't mentioned anything to them, I've talked to my friends about this, and they told me to contact HR, and if they don't do anything about it this can be a potential lawsuit.
My only concern is that I don't have any "proof" of this happening besides other coworkers hearing some of the flirty comments the woman makes. Is this enough to carry on? Any other advice or tips to do next would be appreciated. I already plan to contact HR.
