Abusive Father-in-law Is Possibly On His Deathbed; What Are My Husband And In-laws Legal Responsibilities? (charleston, West Virginia)

I am going to try to keep this short and not burden everyone with the horrible details. My father-in-law is a horrible human. My husband moved in with me when we were 19 and the rest of the family escaped him in 2020. We have all been no contact, but he consistently makes new Facebook accounts to try and reach out. His health is poor, always has been. Active addiction for over 35 years, kidney failure, liver failure, STD'S, he has mentioned cancer and COPD. He has a habit of lying about his health and others. For some brief examples he told us his mother died two different occasions and she was fine, said my mother-in-law was dying when she wasn't, said he was dying of cancer and other various illnesses since I have been around (2015). He will every so often reach out saying he is dying and that he needs his family, but when no one responds he is obviously still alive. He has reached out again last night saying the doctors are telling him this could be it. My sister-in-law confirmed that he is in the hospital this time. If he passes, what are my in-laws legal responsibilities? I know he has mass amounts of debt as well, what will fall on the family?
