Apartment Towed My Girlfriends Car For Expired Tags But Her Registration Is Valid

My girlfriend had her truck towed in the middle of the night from my apartment complex. The reasons cited were expired registration and vehicle stored on property for over 24 hours. However, her registration is currently valid and the car had only been in my complex for less than 6 hours.
The towing company said that they didn’t check the registration before towing the vehicle because the apartment had already signed off on the removal of the vehicle. This is strange to me because she didn’t arrive until 10pm, long after the front office was closed. We called the police and, over the phone, they were quickly able to confirm that the vehicle was registered and legal.
The towing company is holding the truck and saying that we have to pay their fees to get the truck back. Everything I’ve seen online says this is a bad tow and that the truck either needs to be returned or released without fees.
How do we go about this cause my apartment management is notorious for their shady dealings and I know they are just going to come up with a bunch of BS excuses or play the blame game with the tow company.
