California Hit And Run Advice

Location: California. Our vehicle was legally parked against our curb in front of our house. A person hit our car and continued driving down our street for about 5 houses before they could go no further. They had a tow truck come to take the car away and did not leave any identification or note on our vehicle.

We were unaware of this happening until the next morning when our son left for work and saw the damage to the vehicle. We did call local PD who came out and took a report. There were pieces of their vehicle with a tag identifying it as a gray Mustang. Later that same day, we spoke to a neighbor who lives where their car ended up being towed from. He captured photos and video of the tow truck company as well as the car being loaded onto the tow truck. Their front license was not displayed on the front and I don't believe there are any photos of the rear of the vehicle to capture the rear plate.

Our neighbor heard the person tell the tow truck driver that she hit a curb. The neighbor assumed this was not correct due to the white paint up higher on the fender than a curb would ever reach. She must live in our tract due to her telling the tow truck driver that her keys were at home and the driver gave her a ride to get her keys. I am only assuming she must have walked home, left her keys at home and then returned to her car to wait for the tow truck driver to arrive.

My question is will this be enough for our insurance and PD to connect her to the collision? Do tow truck drivers have any legal requirement in California to notify local PD of them towing a car from a public road, but not previously reported to police?
