Can A 13 Year Old Legally Live With Their Grandparents?

I’m writing on behalf of my little sister. I’m over 18 and in college while she is only 13 and I’m middle school. My dad is an angry drunk and both my parents are drug addicts (pills, Xanax, herion, etc). I have some videos of them fucked up and story’s about can tell that are traumatic but I’m not sure how the story’s can be helpful because I don’t have evidence. I also have two older siblings that I’m sure will be willing to testify for my sister to live with my pap. My dad has physical abused my mom plenty of time but she will not admit that. I’ve witnessed it plenty of times as well.
My mom texted my sister this morning that they are moving out and she has no say because she’s 13. I’m assuming they would be moving into my dad’s dad house as they both do not have job and will never be able to afford a place themselves. My dad’s dad’s house is a TRASHED duplex that also has my weird smelly uncle that doesn’t do anything living there. There is not enough bedrooms for 3 more people to live there.
Is there anything that can legally happen in order to prevent my sister from moving with my parents? I’m not even sure what lawyer to go to or where to start. Are they going to be affordable? Is there even an affordable option?
