Can A Non-custodial Parent Be Compelled To Take Action Against Bed Bugs?

tl;dr Dick's RV might have bed bugs. Kids take bed bugs from Dick's place to Jane's place. What do?

I am writing on behalf of a friend, Jane. Jane is divorced from Dick. They have two kids. Jane has physical custody of the kids. Dick has the kids on Wednesday evenings, and every other weekend. Dick does not have the kids for overnights. Dick lives in an RV in a trailer park.

Jane has reason to believe Dick's RV is infested with bed bugs. Jane has had her house treated for bed bugs three times in the past few months, including chemical and heat treatments. The critters have returned every time. The bed bugs first show up in the kids' shared bedroom.

Jane takes the usual precautions, and then some. She cleans according to the bed bug company's instructions; she launders clothes according to the bed bug company's instructions; she has discarded household items at the bed bug company's suggestions; and so on. She has ruled out as many possible sources of the bed bugs as she can. The one source she hasn't been able to rule out is Dick's RV.

Dick is not a cooperative individual. He won't get his RV tested or treated for bed bugs on his own. If that's the source of the bugs, he's either immune to them or he's living in misery; if the latter, he's the sort of guy who would be glad to do so out of spite.

Is a court likely to entertain a motion to force Dick to (a) test his RV for bed bugs and share the results with Jane; and/or (b) have his RV treated for bed bugs? Can a court do something like that, or is a home "protected" in some way from this sort of thing under the law? Would Jane be required to pay for any testing/treatment?

If that's a no-go, what other options might Jane have? Jane is really tired of bed bugs.
