Contractor Took Deposit, Permit Expired, Services Never Completed, What Are My Legal Options?

I’m looking for legal advice regarding a contractor in Maryland who took a deposit for electrical work on a residential property but never completed the services. He pulled the permit under his company, performed little to no work, and the permit has since expired. We attempted multiple times to reach him before expiration with limited response. The job has now been canceled, and despite written requests, he is refusing to refund the deposit. The funds came from loan proceeds tied to the property, and there were also inconsistencies around licensing and the name associated with the permit that caused issues with our lender.

At this point, I have documentation of payment, the contract, communication attempts, and proof of the expired permit. I’m trying to understand my best legal options whether this qualifies as breach of contract, if small claims court is appropriate, and whether filing complaints with state licensing boards or sending a formal demand letter first makes sense. Any guidance on the smartest next step would be appreciated.
